The electricity for the sign is not free. It is being probvided at"no additional cost" to the village. As I understand it the village negotiates a rate for the electricity for street lights, etc. with Toledo Edison and the sign will be included with that negortiated rate.

Who is paying for this? Following is a quote from The Swanton Enterprise (newspaper) titled "'Swanton' arrow will guide drivers downtown" -- "Toledo Edison is providing the electricity for the sign at no additional cost to the village." Toledo Edison has the highest rates in the area. How many others are receiving free electricity? Is that why our bills are so high?
