TOLEDO, OHIO -- Police have identified 40-year-old Dexter Tyrone Wilkey as the man who was shot to death early Sunday morning on Fifth Street in East Toledo.  Wilkey was shot multiple times around 1 a.m. and died at St. Vincent's a short time later.  At 11 a.m. Toledo police arrested 25-year-old Harrison David Graham and charged him with Wilkey's murder.   Though police would not identify a motive neighbors say that the two men had been in a dispute over a cell phone.  Jim Rabinski, who lives right next door to the building where the murder took place, heard the gunfire.  "I heard seven gunshots, 3 quick ones, then a pause, then 4 more; didn't pay any attention to it because of the fact that there's a lot of gun play especially around the holidays, people shooting shots in the air," Mr. Rabinski said.  Debra Rabinski says the neighborhood has seen better days.  "The neighborhood has gone down in the last ten years, used to be quiet, now a lot of drugs, a lot of problems going on, fighting," Mrs. Rabinski said.
