TOLEDO, OHIO -- Toledo police are gearing up for possible "civil unrest" during and after tomorrow's elections.
In an internal memo obtained exclusively by NBC 24 News officers are ordered to "have their riot equipment with them Tuesday and Wednesday". Police chief Mike Navarre confirms officers will have gear similar to the equipment they used during the 2005 race riots. "They have been asked to have their helmets and their gas masks available tomorrow and Wednesday", Navarre says, "That's the equipment they would not normally carry with them on a normal day".
Navarre also says, officers will not be stationed at individual polling stations. But the memo says otherwise. It reads, "On Tuesday, units shall be directed to patrol the polling locations".

Why doesn't he STOP the everyone from using the phrase "African Americans?" A hyphen separates, it doesn't unite.
I think most whites find this term as insulting to us as the N word is to blacks.
Why can't we all just be Americans. PERIOD
And now that we have a black president, the NAACP, the Rainbow Coalition, and all other black groups can disband.
That would truly be a first step to true unity.

I've recently stopped taking work in downtown Washington, DC (as a contractor) as the election neared. Why? I'm white, DC is mostly black, and I've already felt the eyes looking at me. I'm from the "suburbs"--what am I doing down in the 'hood doing work? The hostility is palpable. I was here for the '68 riots, and regardless of the election's outcome, I predict some measure of civil unrest. For sure, if Obama loses (not likely), the city will come apart. If he wins, only some of it will. But republicans won't be doing the rioting; you can take that to the bank. "By any means necessary" was an expression of the left, not the right.

Let the minorities riot in Toledo if they choose. I would worry more about folks like myself who choose to keep faith with the Founders, The Constitution and other concepts championed by dead white folk. I consider Democratic control of our government the equivelant of an enemy occupation and it should be dealt with in that respect. The Socialists should clearly understand if you really want to change this country, you'll have to do it the old fashioned way, because some of us aren't just going to roll over. Incidentally, don't blame the Drudge Report for my post. Toledo is a stones throw away...

I assure you there will be no rioting and physical damage caused by repubs. There was none when the Kennedy election was stolen or when the Ford election was stolen.
The only people I've seen with hatred in their eyes and poison in their hearts have been the dems, and there is the last 8 years of nastiness to prove it. The real fear should be if Obama loses then all Hell and earth will pay for the blasphemy of the unbelievers.

I am a well educated African-American profession who was born and raised in Toledo. I moved over 15 years ago because of the many of the dominate race's ignorance and limited world views. When I come to visit my family three times a year, it is so depressing to drive by inner city community and look at the despair and hopeless on many of the people faces in Toledo. How can a Chief of Police leap to the conclusion that African American residence will riot after if Obama loses the election? Maybe I have some answers: • The prevailing covert racism that exist in Lucas Count and Toledo; • Disparity in unemployment rates between minorities and whites in Toledo • The disenfranchisement and devaluation of minorities; • Discriminatory Hiring Practice, and • The Good Old Boy Network.
African Americans are smart then you give them credit for but the biases and negative stereotypes of minorities distort the view of many public officials in Toledo.
The question I would like to have answered, Will Toledo continue to prepare for a riot if McCain loses tonight?
WAKE UP TOLEDO ALL THE MINORITY CITIZENS IN TOLEDO ARE HURTING, AND NEED A CHANGE AND HOPE!!!!!

In response to: "Police have a right to prepare"... Its amazing that so many people are either so hateful or so stupid to say or believe Obama is a Marxist and will cause "harm" this country. Ridiculous. God forbid Sarah Palin even sees the inside of the White House. Talk about the worst thing that could happen to America since the worst President in this country's history...GW.

Let me assure you all, that by and large, there is no potential for "race rioting" on the part of the black community in the event of an Obama loss. For the record. We too are hard-working, civic minded, decent citizens too. Just like every race has it's element onf unsavory characters, there are a few in our community as well. But please do not believe for one moment that we would sully or besmirch this great moment in history with senseless violence. Rioting is usually the result of some other kind of injustice(be it legal, violence inflicted on us, or another catalyst). Understand that the mere fact that Obama's name is actually on a ballot in 2008 (when our parents and grandparents had to fight for the right to even vote less than 50 years ago) is a victory. Do not insult us with this silly fear and foolishness. We are America too. I persoanlly appreciate the police for being cautious, it makes me feel safer, because those McCain supporters can be scary.

A "Civilian Defense Force" sounds like what our fathers and grandfathers went to war against to prevent. This simple statement by Mr Obama should bring to mind all of what was bad about former Eastern Europe with secret government informants and Germany's "Hitler Youth" groups. With all of this who even knows if there will be another election. By the way this is just a continuation of what is already happening in the schools with "Homeland Security Studies"...

Will they riot and loot as well. Grow up people! We as a nation should be able to come together and do this thing. Get over yourself. This is an historic day no matter what happens and I don't care what any of you say, anything is better than George Bush. No matter his race, He offers me HOPE not HATE like the republican party. What I noticed in Toledo is, young Black poll workers replacing some of the usual geriatric volunteers, even in my 'White' neighborhood. Teachers are already telling their 3rd graders that they can also run for president someday, if they do their homework and keep away from gangs and drugs. This is the kind of change we need!

(But I have a feeling the Republicans will get over it faster than the Dems did 4 years ago) I would like to see a black man as President, but I wish it were someone who had more experience and who was more conservative and less Marxist in his thinking. Good luck and God bless. I will be home this next summer to see how things turn out.

As a resident of Over-the-Rhine in Cincinnati and eyewitness of the 2001 riots I must say that there is a buzz of what may happen tonight and tomorrow regardless of which candidate wins. This is not an issue of race; this is about ignorance and all it takes is a few thugs to ignite a powder keg in a very tense environment that always lingers no matter the political situation. Hopefully, all will go well and we can move forward to better this country and not take steps backwards and make excuses by pointing fingers at an entire race/religion/etc.

The reason why there are so many comments to this post is because the story has been sensationalized by the mainstream media (including well-read websites like the drudge report). It's probably also why people from across the country are posting so much hate and garbage as well. Such stories are like red cloth to a bull except, instead of attracting bulls, these stories attract card-carrying members of racist organizations, ultra right-wing radicals, and other extremists who LOVE to cause problems by stirring up the pot and sticking their noses in where they don't belong. Not that I'm an expert or anything, but it would seem much more effective to ignore the hate-mongerers and know that, whatever happens, Toledo is still a great place to be, with many caring, compassionate folk who are working hard to make this city the best it can be. Don't let the haters get you down. Stay strong.

I would think you Toledoans would be happy the PD is preparing for anything that may come up, especially after the race riots you all encountered when the PD was unprepared. Coming from Columbus with our stupid OSU and their riots, I'm comfortable knowing that every officer working tonight already has their riot gear in their car. Your officers will not be walking around in riot gear intimidating people, they'll just have it close in case they need it. Who knows, you may just wake up tomorrow and have to thank an officer for what they did.

To think that for years the western world has looked to the US for political, ethical and moral leadership when in reality it is consumed with racism, hatred, bigotry and small mindedness. Perhaps the best thing that George Bush gave us was an administration so repugnant that we finally opened our eyes. All Democrats were NOT, REPEAT, NOT ask to LEAVE THE POLING Place. The reason the FEDERAL Courts have already ruled it is so important to have the official Election Boards made up of both parties there is to avoid EXACTLY WHAT IS GOING ON IN PHILADELPHIA.
The Election officials running the POLLS are in this and most other precincts made up of just one Party. History in the Untied States has shown when only one party is in charge of a poll is when the BALOT boxes get stuffed.
By throwing out ALL, REPEAT ALL, the Republicans only the Democratic party members ( In this case running the Polling Place ) are left.
History indicates when no one is watching is when the Ballot Boxes get stuffed.

After having read the comments on the article, I am stunned beyond belief! If you haven't lived in Toledo you really can't make a statement on what the citizens here are like, what their beliefs & convictions are, or who is or isn't racist. All of you who have responded with hate & venom & negativity should be ashamed of yourselves. What chance does anyone in this country have when comments that are so degrading are made? We are ALL lost. Not just a few. While I might not agree with the next person's opinion or who they voted for, I would NEVER convey hatred to them. My son is serving in the Army at this time for EVERYONE. He doesn't care who you voted for. He is serving to defend all of you. Even the "haters". He was born & raised in Toledo & loves this town. Perhaps being a little more tolerant, a little more charitable, a little more giving to your fellow-man would better serve this country. Hatred benefits no one.

I suspect a lot of libs are posting "hate and racist" comments posing as over-the-top conservatives to stir the pot. One clear post noted the loss of business and tax base in Toledo because of high taxation. Ditto for Michigan and many industrial towns on the Great Lakes and the Northeast. NJ is losing businesses at a rapid pace the last 6 years because of high taxation. Jobs disappear or go to other states or overseas. Meanwhile the high tax states and cities continue to add taxes and maintain the same leadership. I don't know why they don't get it. But, they don't.

What you are about to see in the day following the election will stun many of you. Senator "O" has a seal with the first letter of his name "O" and a "sun rising in the middle of the O." In the Islamic Haddith, a 1,200 year old prophecy predicts that the "sun would rise in the west." Mr. "O" planned this seal (it was designed by a Muslim in Chicao) to sent a cryptic message to the Muslims that he is the "sun rising in the west," that will accept and promote peaceful Islam to America *remember the radical leader of Nation of Islam called Obama the "savior." wonder why???) I have contacts in the Middle East who say the Muslims are thrilled and believe Mr. "O" is actually a secret Muslim (many Muslims are running the campaign). As far as Mr. "O" having people serve as a "police force," this is what Louis Farakkan already does in the inner cities. His followers serve as a "police force." Believe me, you are about to be stunned when on November 5th our enemies will be dancing in the streets in the Middle East. Get ready Ohio, the U.S. is about to elect a man who will "Change" everything you have ever know.

For those "posters" not from this area, a little education. 1) Toledo is so Democratic that it bleeds blue. 2) the unions have straggle hold on everything in Toledo 3) We have a county commissioner (Democrat) that is reported to be a card carring member of the Communist Party. 4) Nothing can be done unless our feuher (local paper publisher) approves. 5) You can not run for office unless you receive his blessing 6) More companies are leaving because of the Socialist Agenda that Toledo has a 10% unemployment. 7) We have a levy on our ballot (for the thrid time) to have property owners support a non-profit science/learning center that failed on its own. Because of lack of interest and bad managment. The voters have turned this down two times already! What you have here is what the rest of America will experience. Small business reducing staff or closing altogether. General public forced to accept and pay for things that they do not want or need. Give unpresidented power to a elite few who have no idea on how to use it for the greater good.

Great... this is McCain's way to preserve my home's value. I should buy up the neighborhood after this GOP-induced riot ends.

I was watching that piece on FOX too. You failed to include the fact that they are also booting out the Democratic poll watchers since that polling place was to crowded. Both sides are only allowed to "spot" checks. Include ALL of the facts.

MB, in response to your post. Are you suggesting that the police should not be prepared? It would be a nice world to live in if we didn't have to worry about riots and fighting and violence but that is the world we live in. Please get a clue. There are people out there that are just bad. They don't care about peace, love, and hope. They don't want a peaceful world. They want violence and riots and it's the sane people of this world that must protect us and our families against them.

Why police prep for POSSIBLE riots-because SOME (not all but enough)are violent when they WIN (see Detroit*),lose (see James Carville's comments*)or when ever-birthday/wedding/block party/MLK parade/Mardi gras parade -(see New Orleans newspapers*) ...better to hope for the best and prepare for the worst ...as do the THOUSANDS in FL who have recently bought guns (see recent news coverage*) *=not "urban myths but facts available for all who bother to look this up

Of course Toledo would make this headline! Afterall, we are the city with the Mayor who allowed the neo-nazis to march down our city streets, kicked the army out for practicing war-games, and wanted to move all deaf people next door to the airport! It doesn't surprise me.
Posted by Chris Capitalist, Maumee (Toledo Suburb) - Tuesday, November 04, 2008 at 9:46 a.m.
Having lived near Toledo for over 30 years I'm not surprised that they anticipate riots. There are too many people who prefer to resort to violence instead of using their brains. Businesses keep leaving Toledo and people keep voting to increase taxes on those that remain. It's no wonder so many people have left, Toledo is a prime example of what Obama's financial strategy will do to America's economy - you better pack a lunch, it's gonna be a long 4 years if The One is elected. I haven't talked to a Democrat yet who hasn't admitted wondering if Obama is the Anti-Christ...hm... interesting....
Posted by NYC Resident, New York, NY - Tuesday, November 04, 2008 at 9:43 a.m.
Maybe the police are bracing for a riot because they expect your state will be rigging the election Republican again, just like it did in 2004 and 2000.
Also, the racist comments on this page are jaw dropping. Morons....

Riot Gear should be mandatory equipment on election day in every major inner city in Ohio, Michigan, Missouri, Illinois......heck, the entire US. Whether Obama wins or loses there will be a lot of "activity" tonight.

Wow. What has this world come to? Why do people have to worry about others turning violent? Don’t you think that there are more important things in life to have to worry about than Riots, and People behaving badly? Shouldn’t we focus more on the important issues that we all face and work to make those better. It would put all that energy used for hateful things to a much better use. We are all entitled to our freedoms…. Freedom of speech, ECT. But I don’t think that includes taking from others and damaging other people properties if that is what certain people have in store regardless of the outcome of this election. It is just wrong. If you do your part and Vote, then hope for the best outcome, and that would be the best outcome for our country. Hope for whoever will be the best candidate to make this Country a better place. Hope for Peace, and for those who serve our country not just here, but over sea’s to be Safe, and be thankful that we still have people willing to put their lives on the line for all of the freedoms that we have and that we enjoy each day.

This makes me think of two major natural disasters. New Orleans and the midwest. When New Orleans was flooded by hurricane Katrina what happened? Certain people rioted, killed, and stole! When the midwest was flooded this past summer and millions of people were displaced and their homes and lives were destroyed, what happened? They acted in a very civil manner and dealt with it by picking them selves up and moving on.
Posted by Mike P, Toledo Ohio - Tuesday, November 04, 2008 at 9:30 a.m.
If Obama loses a fair election and riots occur, the rioters should be dealt with using the harshest possible tactics and techniques. They should then be prosecuted to the fullest extent of the law. (If Obama wins the "celebrations" will probably look like riots!!)

I guess this was the sort of Change we needed. A change from a 1st world country to a socialist nation that will soon have a brand new civilian armed force (otherwise known as the S.A.). People who slept in history, refer to 1937 Germany. Someone else wanted an armed civilian force as powerful as the military. So welcome to change and hope.

First, let's be clear. Barrack Obama does not represent the middle class nor does he represent all people of color. If the police in Toledo and other cities did not prepare, and riots occur, you liberals would be the first to scream at the police, "why weren't you ready?" Now because they are ready, you are saying that is wrong. And quit already trying to blame the potential loss for Obama on Fox News. You liberals had all that free press on ABC, CBS, CNN and especially NBC. Add to that all of the major newspapers. Quit already trying to play the victim card. Win or lose for Obama, the riots will make for great TV just like the 1992 Los Angeles riots.

All of you arrogant, greedy, half-literate, poorly informed people are the poster children for hypocrisy. Ignorance is not bliss, it is dangerous. All of you must face a SUPREMELY large learning curve before you are able to make sound decisions at your polling places. You disgust me and you make me ashamed to be an American.

Two reasons why the Democrats are more likely to riot than the Republicans:
1) Most Republicans will have already taken their medication, had their adult diapers changed, and been put to sleep by the time the election is decided late tonight or early tomorrow.
2) The youth of America, decidedly more Democratic than Republican, will be outraged if yet another Republican has the chance to further tarnish the most powerful position in the world.

I just voted in OK for the first time since moving from TX. What a mess! A woman (who just happened to look like Obama) was allowed to vote TWICE! They had a record of her casting absentee vote but gave her another ballot anyway. Now, I showed up, voting once on this Constitutionally appointed day, with my medical ID (for metal detectors), Driver's license and voter registration, all three which I presented to vote in TX with officers present. Here? Not even a deputy and all they asked was my name and handed me a ballot. If it's that easy to cheat in a McCain state I can just imagine the ACORN saturated situation in Ohio and like states. This may just be the day the U.S. Constitution will become BHO's toilet paper; and we await the patriot's battle cry of Freedom!

I think we're going to see riots regardless - if Obama loses the election there will be definate rioting. If he wins, we will see large celebrating "mobs" and those situations most always turn ugly. Regardless of the election outcome, we can expect riots to occur and they will be caused by the same groups of people.

What no riots because the government let millions of jobs go overseas? No riots because of unrestricted illegals flooding the country? What no riots because of the Bailout Rip off? No riots because of the 911 scandle?
Yet, we're going to riot because of the out come of a rigged election which means nothing?
We should riot just because we're all stupid!

Are we truly afraid of ourselves?
Only if there is evidence that the election was stolen and that evidence was being ignored would there be civil unrest.
The media however likes to gossip, it's the essential life blood of its existence. Gathering little pieces of information and throwing it back out there for our speculation consumption.
Our need to gossip then feeds itself as we respond with our own take on the matters at hand.
But lets look at the facts. The police are carrying riot gear. Sounds like a good idea, as even some here are thinking like police and believe there is a chance of violence.
But I don't believe that there will be a riot just because their guy lost.
However it makes good gossip.

There will be rejoicing not rioting. Obama is going to win and if the Whites try to stop us we will fight it. When Obama wins we will take your car for ourselves. We will get a house redistributed. We can have anything we want now.

Since Election Day is on July 1 (4th of July weekend)-a lot of Californians who head to Baja to party discover that the spigot is dry....the good news is that they only elect El Presidente every six years...

Ok! so if that is what will happen then let it happen keep the police officers safe, and let those who want to burn and loot “Have at it” and then look for the tax payer to rebuild everything. Maybe then people will wake up and “ Call a spade a spade” and stop all this legislating how people should think about each other. Let a mans deeds show who and what he is . I believe in an eye for an eye.

Oh, those McCain/Palin supporters!! They're dangerous!! They will be rioting in the streets, whether their candidate wins or loses, breaking into stores to celebrate victory by walking away with a tv or Xbox or, if their candidate loses, breaking into a store to walk away with a tv or Xbox.

Its a shame that we have to worry about the democrat's response to this election, to the point we have to prepare for riots. You will not see any republicans posing a threat.
Posted by Barry Atwell, Indianapolis - Tuesday, November 04, 2008 at 8:27 a.m.
There is a big difference between patrolling the polling places and being stationed there. Being stationed there means a police officer is static and waiting at that location for something to happen. Patrolling means that they make an effort to drive by from time to time watching for things there, but not neglecting everything else.

I am sure if Toledo, OH is considered a "hot spot" just imagine what is going on inside the police departments of New York City, Philadelphia, Cleveland, Detroit, New Orleans, Atlanta, Chicago...and any other major city with a huge black population?! Considering the NAACP has asked for longer voting hours and more voting machines...(these people make me sick!) I am sure that win or lose, there is going to be destruction of property that doesn't belong to those destroying it, looting for items that don't belong to those who are doing the stealing, etc. I mean, why should this group of our population who has for all intense and purposes let the world pass them by while they sit around and play the victim card, why now all of a sudden should they get more time to vote and more equipment be allocated to their areas when they have not taken an interest in the system before?
I pray for our entire nation today, but especially for the men and women who put their lives on the line day in and day out in our cities to keep us safe and protect us from the criminal element who have more time on their hands than brains.
